Eagle misses a diving duck

This immature eagle took a couple passes at a flock of diving ducks. I was lucky to catch the second pass. The bird was able to actually hover...hover!! over the ducks and did not go in the water on this pass. You can see as it takes off the massive displacement of air causing a wake.
